Abstract

In this article the methodology of development of the technological platform of logistics management of the National Guard of Ukraine is created and substantiated. The central place in the proposed methodology belongs to the synthesis of information support and technological platform of logistics management of the units of the National Guard of Ukraine. Selection of acceptable alternatives to information systems as a component of a logistics management technology platform is based on the use of a basic recurrent scheme. Using the economic-mathematical models, IT quality criteria were formed as a component of the logistics management platform of units of the National Guard of Ukraine. Modeling and analysis of probabilistic characteristics of web-site operation with consideration of real non-stationary nature of customer request flows is carried out. Based on the analysis of the inbound traffic trajectory, it was divided into areas of sustainability, where the intensity of the flow varies a little, and accordingly, the flow of commercial transactions on the Internet was attributed to the class of Markov Modulates Poisson Process (Markov Modulates Poisson Process). This model gives a fairly accurate calculation of the probability of refusal to accept a logistical request of a military unit due to the limited size of the input buffer. In the model, the agent of the Internet is described by a logical program, which is run by a special strategy that implements repeated proofs of the targets. The idea behind repeated proofs is that the logic program is divided into sub-goals, otherwise called actors.The scientific result of this article is the methodology of developing a technological platform for logistics management of the National Guard of Ukraine.

The practical result of the article is the recommendations to the command of the National Guard of Ukraine units regarding the development of the technological platform of logistics management.

As a further direction of research is the creation of a methodology for managing the logistics processes of military units in the Internet information environment.
