FUNCTIONAL MODEL OF MECHANISMS OF PUBLIC ADMINISTRATION OF THE SECURITY SYSTEM OF DIPLOMATIC PURPOSE OBJECTS

Abstract

The basis of any research and first of all – scientific one, is rightly considered to be the process of clarification, formation and further use of the conceptual and terminological apparatus adopted in a particular field of knowledge. The concept is one of the forms of thinking, the result of generalization of the essential features of the object of reality. A word or phrase that means a clearly defined special concept of any field of science, technology, art, social life, etc is a term. Thus, the conceptual and terminological apparatus, as a set of concepts and terms in a particular field, is a means of expressing thoughts, views, decisions that are formed in the course of human mental activity associated with the study of processes and phenomena occurring internally and externally in the environment or any objects of existing reality.

Therefore, in the course of scientific research on any topic, as a rule, there is a clarification of the conceptual and terminological apparatus, in order to ensure more complete disclosure of the results of such research. Processes related to public administration are no exception, in particular in the field of functioning of the organizational and legal mechanism for ensuring the security of diplomatic facilities in Ukraine in crisis situations.

The study of the processes of functioning mechanisms of public administration in various spheres of public relations is a fairly common subject of scientific research at present. Therefore, the conceptual and terminological apparatus used by scientists is also quite developed. However, it should be noted that depending on the research topic, the authors use their own understanding of certain terms. In view of this, there is a need to clarify the terminology adopted in the field of security of diplomatic missions and consular posts accredited in Ukraine.

The article reveals the content of the main terminological concepts used in the study of the organizational and legal mechanism for ensuring the security of diplomatic facilities in Ukraine in crisis situations. A generalized list of the main conventional needs of diplomatic facilities in the host country related to their security is given. The functional model of mechanisms of state management of system of maintenance of safety of objects of diplomatic appointment, including in the conditions of crisis situations is offered.
