PLACE AND ROLE OF THE NATIONAL GUARD OF UKRAINE IN THE SYSTEM OF ENSURING MANDATORY EVACUATION OF A CERTAIN POPULATION CATEGORY

Abstract

The existing approaches to the evacuation of a special contingent are considered in this article. The concept of mandatory evacuation of the certain category of citizens has been introduced. The modes in which this system should function are defined, namely: 1) the regime of mandatory evacuation of the certain category of citizens in emergency circumstances; 2) the regime of mandatory evacuation of certain categories of citizens in case of crises threatening national security The proposed structure of the system of mandatory evacuation of certain categories of citizens in emergencies and in case of crises threatening national security and its main elements. The list of the main functions of the system of ensuring the obligatory evacuation of a certain category of citizens in emergencies and in case of crisis situations that threaten national security is proposed. The mechanism of functioning of the system of ensuring the obligatory evacuation of the certain category of the population in emergencies and in case of crisis situations threatening national security is considered.

It is proposed to allocate responsibilities between the components of the system of mandatory evacuation of the certain category of the population in emergencies and in case of crises that threaten national security.

The place and role of the components of the system of ensuring the obligatory evacuation of the certain category of citizens, including the National Guard of Ukraine in emergencies and in case of crises that threaten national security, have been determined.
