The state of scientific research on issues related to the activities of the State Migration Service of Ukraine as an entity for the prevention of criminal offences

A comprehensive analysis of the state of scientific research concerning the activities of the State Migration Service of Ukraine as an entity preventing criminal offenses has been conducted. The relevance of the topic is driven by growing migration processes, the spread of illegal migration, the intensification of transnational crime, and the need to strengthen Ukraine's criminological and state security amidst contemporary challenges. It is substantiated that the effective prevention of migration-related crime is impossible without clearly defining the role and functional purpose of the State Migration Service of Ukraine within the national system of crime prevention.
The administrative-legal, criminological, socio-legal, institutional, and international-legal approaches to studying the activities of the State Migration Service of Ukraine, as presented in the works of domestic scholars, are summarized. Scientific perspectives on the legal status, powers, organizational principles of functioning, and interagency interaction of the State Migration Service of Ukraine with law enforcement agencies and other entities ensuring criminological security have been analyzed. It has been established that most existing studies focus on individual aspects of the service's activities or on combating specific types of migration offenses, failing to form a holistic vision of its preventive (criminological) potential.
Particular attention is given to identifying gaps in the scientific framework supporting the activities of the State Migration Service of Ukraine as an entity preventing criminal offenses. These include the lack of a comprehensive theoretical and methodological concept, insufficient study of how to evaluate the effectiveness of preventive measures, and the underutilization of modern information and analytical tools. It is concluded that further development of scientific research in this area should be directed toward forming a systematic approach to defining the content and implementation mechanisms of the preventive function of the State Migration Service of Ukraine as a crucial element in ensuring criminological and state security.
