Research on the effectiveness of the method of recognition of a person's state under drug induction in law enforcement activities

Abstract

The issue of the impact of drugs on the human body is being studied by many medical specialists. In the law enforcement sphere, issues of drug crimes have been studied, directions for improving the regulatory and legal regulation of the interaction of units fighting drug crime have been developed, methodological recommendations for the actions of patrol police officers when detecting offenses related to illegal drug trafficking, etc. However, all these studies were created without taking into account the specifics of the impact of different types of drugs on a person. The research we conducted established that today there is no systematic series of visual identification by police officers of a drug under the influence of which a person is and systematic recommendations on the communication and tactics of a police officer with a drug-intoxicated person, taking into account the specifics of the impact of various drugs on the behavior and body of the latter. Therefore, we have analyzed for the first time the effect of narcotic drugs (opioids, stimulants, depressants, inhalants, cannabinoids, depressants, designer drugs) on the human body. External signs (physiological and behavioral) have been systematized in a single table. In order to ensure the readiness of a police officer for unpredictable actions in the behavior of a person intoxicated with narcotics, depending on the narcotic drug used, the person's behavior is divided into levels of resistance (passive, active, aggressive) that he may commit. In accordance with the possible resistance shown by the offender in narcotics intoxication, we have developed recommendations for police officers regarding communication tactics and actions with the latter. It has been experimentally proven that due to additional classes among police officers and the provision of relevant materials on communication and tactics with persons under the influence of various narcotic drugs, the effectiveness of the performance of official duties by police officers on case tasks has significantly increased, compared to past experience. It has been determined that the recognition of a person in a state of drug intoxication is the ability of a police officer to visually recognize a drug-intoxicated person by external signs and determine which drug he is under the influence of. This skill, as a skill of personal security of a police officer, will significantly increase the professional and competent component of the National Police of Ukraine when performing official tasks.
