Abstract

The article is devoted to identifying the specific features of the procedure for assuming and handing over the position of a unit commander of the National Guard of Ukraine during the performance of service-combat and combat tasks outside permanent deployment points in a special period.
With the outset of the full-scale aggressive war launched by the russian federation, the issue of the proper procedure for transferring the duties of a unit commander has become especially urgent in Ukraine. This has necessitated the activation and adaptation of mechanisms for transferring command positions and related responsibilities in accordance with the specific conditions in which a unit operates.
It is established that platoon and company commanders bear full responsibility for combat and mobilization readiness, make decisions on the organization and conduct of combat operations, and fulfil other essential tasks. They play a leading role in directing their subordinates, maintaining high military discipline and morale, ensuring exemplary statutory order, and organizing daily activities both in routine and combat conditions. Unit commanders are also entrusted with a wide range of responsibilities regarding the storage, operation, and maintenance of weapons, military equipment, and property, as well as legal matters. Therefore, they must approach inspections during the assumption of a position with diligence and accountability. Both the outgoing and incoming commanders must strictly comply with the requirements of laws, orders of the Ministry of Internal Affairs of Ukraine, the Commander of the National Guard of Ukraine, and other regulatory acts. The main objective is to ensure systematic control over unit personnel and the lawful, efficient use of weapons, ammunition, equipment, and property in daily activities and during service-combat missions.
In today's conditions, the process of accepting and handing over a position during a special period is complicated. Maintaining the unit's combat capability and accomplishing assigned missions remain critically important. The transfer may take place simultaneously at the point of permanent deployment and during the execution of tasks outside it, which requires flexibility and adaptation to the operational situation. Commanders must take into account the current operational environment and potential risks during the transfer of duties.
The process of assuming and handing over the position of a unit commander during a special period is essential for ensuring continuity of command, systematic functioning, and the effective performance of tasks assigned to the unit. Therefore, the article develops and proposes solutions for optimizing the system of transferring command positions during a special period.
