The current state of social life is characterized by the complexity and tension of the economic and socio-political situation in the world in general and in Ukraine in particular. This is due to the growing competition in the interstate space, the decline in the standard of living of major groups of the population, the presence of corruption in the authorities, and so on. This leads to dissatisfaction of the population with the actions of the authorities and calls for the organization and conduct of mass actions to protect their interests. In many countries of Europe, the USA, Japan, countries of the post-Soviet area, the procedure for holding mass events, the rights, responsibilities and responsibilities of the parties are regulated by law. The revival of Ukrainian democracy, in comparison with the European and most developed countries of the world, is in a state of active development, which causes a partial imperfection of the regulatory framework governing one or another branch of social relations. The National Guard of Ukraine (NGU) is one of the active participants in the process of becoming Ukraine as a sovereign, democratic, rule of law state. One of the main tasks of NGU is the protection of public order and the provision of public safety during mass events and during the cessation of massive riots. Regulatory regulation of this activity occupies a priority place in the management of the command of NGU. Therefore, the identification of existing problems and the search for new ways to improve various activities related to the fulfillment of the basic tasks of NGU is one of the most important areas of research currently under way.
The article analyzes the foreign experience and current legal acts in the sphere of implementation of the tasks of the National Guard of Ukraine for the protection of public order, the provision of public safety during mass events and in the course of the cessation of massive disturbances and proposes directions for the improvement of this activity.
