JUSTIFICATION OF METHODS OF ORGANIZATION AND MONITORING OF THE SITUATION BY THE INTELLIGENCE AUTHORITIES OF THE NATIONAL GUARD OF UKRAINE DURING THE MASS EVENTS

Abstract

The article proposes ways to monitor the situation in the area of tasks by units and military units of the National Guard of Ukraine in the course of ensuring public safety and protection of public order during mass events. Surveillance and eavesdropping have been identified as the main means of monitoring by intelligence agencies of units and military units of the National Guard of Ukraine. New sources of information received by units and military units of the National Guard of Ukraine during monitoring are considered and proposed. It was found that the available sources of information are not enough to respond in a timely manner to changes in the situation in the area of tasks that may occur during mass events. It is established that the use of intelligence units of the National Guard of Ukraine in the performance of law enforcement functions is currently limited by the laws of Ukraine. To address this discrepancy, it is proposed to use its own regular intelligence units to monitor the situation. It is determined that in order to respond to changes in the situation in the area of tasks, monitoring during public safety and protection of public order during the organization and holding of mass events should be divided into two stages ‒ active [conducted directly during a mass event (mass riots)] and passive (work with open sources of information during the organization of a mass event and processing of information from monitoring groups during its holding). It is established that monitoring the situation will not contradict the legislation of Ukraine. At the same time, this information will be enough to make informed decisions by commanders of formations and military units of the National Guard of Ukraine and to effectively manage forces and means in the field of public safety and public order during mass events, riots. Further direction of scientific research is proposed, which will be aimed at determining the order of actions of both the governing bodies that will organize and the bodies that will monitor the situation during the security and protection of public order during mass events from the intelligence units of the National Guard of Ukraine.
