ANTICORRUPTION MEASURES IN THE NATIONAL GUARD OF UKRAINE AS A COMPONENT ELEMENT OF THE FIGHT AGAINST CORRUPTION IN THE SECTOR OF SECURITY AND DEFENSE

Abstract

The activities of the ministries, agencies, military formations of the security and defense sector of Ukraine, their management bodies in the prevention and detection of corruption should be based on the fact that the society should be confident in the high level of integrity of their officials, military personnel and civilians. The article defines that achieving this goal is impossible without the persistent implementation of systemic measures to create an effective mechanism for preventing corruption, strengthening the ability to counter corruption at all levels, and especially in the security and defense sector. A corrupt defense sector is capable of significantly influencing the criminalization of the countryʼs politics and economy and thereby becoming a threat to its national (state) security, as well as national interests.

The purpose of the article is to outline the directions of the fight against corruption in the security and defense sector and formulate proposals for improving anti-corruption activities based on the analysis of the content of individual documents of the planning system in the field of national security and defense of Ukraine and the study of the experience of implementing anti-corruption measures in the National Guard of Ukraine.

The article establishes that the implementation of anti-corruption measures will give its positive results due to the improvement of the system of anti-corruption legislation in combination with the possibility of its effective law enforcement. Corruption should not be a way and way of meeting the needs of individuals or legal entities compared to meeting such needs in a legal way. Existing anti-corruption measures must be constantly evaluated for the results of their implementation, as well as the corresponding reaction in the event of a decrease in their effectiveness by improving, first of all, measures of an organizational and legal nature and administrative coercion, as well as ensuring the inevitability of legal responsibility for corruption and corruption-related an offense that creates an additional deterrent effect for all subjects of legal relations. The aim of the implemented measures should be to create an environment in which corruption will have no conditions for its existence.

Our further scientific research will be aimed at studying the modern positive experience of introducing anti-corruption measures in the defense departments of foreign countries and the possibility of its introduction in Ukraine.
